Docker build is failing upon installing turbodbc in dockerfile. This
Dockerfile was successfully built a week before but from `27, October 2022`
it's failing even though there is no change in the application and the
infrastructure. Is this because of a new release of pyarrow 10.0.0 on `27,
October 2022`?
**OS:** Ubuntu 22.04
