Hmm... Thinking about this a bit more what do you think of just plumbing `Arc<ReadOptions>` down to SerializedRowGroupReader and SerializedPageReader? Whilst this does mean that theoretically accept options that don't impact them, it keeps things simple and matches what we do on the write side where a single WriterPropertiesPtr is passed down?
