Review Comment:
   I think this is actually correct, the array contents are
   
   ```
     "1970-01-02 01:00:05 +01:00",
     "1970-01-01 01:00:01 +01:00",
     null,
   ```
   
   And therefore `timestamptz 1970-01-01T01:00:01+01:00` correctly becomes 
`01:00:01` 
   
   I have filed https://github.com/apache/arrow-rs/issues/3069 as this debug 
ouput confused me.
