We want to make it as easy as possible for people to get started using
Ballista.
# What changes are included in this PR?
- A new standalone dockerfile
- a github action to build and pubish it
# Are there any user-facing changes?
Hopefully they can run a Ballista cluster with a single command and with
docker as the only dependency.
