Review Comment:
   We need to insert a bit width for each possible miniblock before at the 
start of each block even if we'll have fewer miniblocks. So instead of adding 
logic for that we just make a vector and populate it or not. I feel that might 
be slightly more efficient since `num_miniblocks` is small.
