   The version number in the Cargo.toml and in the wheel filename is `0.7.0`. 
The `rc1` part only appears as the GitHub tag name.
   
   ```bash
   datafusion-0.7.0-cp37-abi3-manylinux_2_12_x86_64.manylinux2010_x86_64.whl
   datafusion-0.7.0-cp37-abi3-win_amd64.whl
   datafusion-0.7.0-cp37-abi3-macosx_10_7_x86_64.whl
   ```
   
   This means we can vote on the source tarball and these wheels and then 
publish them once the vote passes, and add the `0.7.0` tag to the repo.
   
   The key ASF restriction here is that we need to release the artifacts that 
we voted on rather than build new ones.
