### Describe the bug, including details regarding any error messages,
version, and platform.
The R arrow package makes use of the `check_dots_empty()` function from
{rlang}. That function only became available in version 1.0.0. There is
currently no minimum version specified for {rlang}. I've fixed this in
https://github.com/apache/arrow/pull/14744
