I'm not privy to the packaging limitations but the general motivation seems reasonable. In practice, libarrow_compute wouldn't be very different from the existing auxiliary libs in terms of how it'd be built/installed. I do agree with Felipe that splitting this into sub-issues makes sense - one to separate the kernels, another to create the .so.
