Review Comment:
   It is guarded here:
   
https://github.com/apache/arrow/blob/f32c27b470beb495c06bae1219b0256998728780/csharp/src/Apache.Arrow/Types/NestedType.cs#L28-L35
   
   So not possible to construct right now (Union types aren't implemented). But 
I think like your other comment, it would be good to raise an exception if we 
do see this.
