@av8or1 as @kou mentioned, in order to get this PR in quickly, we should start breaking it down into smaller sub-PRs like what was done for the GCS filesystem. Looking at that files history (https://github.com/apache/arrow/commits/main/cpp/src/arrow/filesystem/gcsfs.cc), I see the first PR for this implementation was a skeleton (https://github.com/apache/arrow/commit/1b0ea15e11c93ad4f0265462fd92962f6457cfa4).
