The [CI job failure](https://github.com/apache/arrow/actions/runs/4995144796/jobs/8946652030?pr=34392) is due to not finding `options_internal.h` in a debug-build (since this header is not used in a release-build). Why is this so? Is it because it only has access to public headers? and is this expected?
