Part of https://github.com/apache/arrow-datafusion/issues/5885 Broken out of https://github.com/apache/arrow-datafusion/pull/7130 for easier / quicker review # Rationale for this change I want to write a test for sort preserving merge memory limiting. The tests are awkward to extend at the moment and have some duplicated logic # What changes are included in this PR?
