(In general, it's better that contributors read contribution guide provided by a project.) If we can use "2.4", this is a MINOR change. We need to use "2.6". If we use "2.6", we need more changes. For example, "the nanoseconds will be cast to microseconds ('us')" isn't done with "2.6". We need to update the description too.
