## Which issue does this PR close? N/A ## Rationale for this change While working on upgrading IOx to arrow `46.0.0` (https://github.com/influxdata/influxdb_iox/pull/8577) I struggled to find `ScalarValue::to_scalar` I think adding some documentation would help my future self (as well as others) See also related discussion is https://github.com/apache/arrow-rs/issues/4781 ## What changes are included in this PR?
