## Which issue does this PR close? Related to https://github.com/apache/arrow-datafusion/issues/7523 ## Rationale for this change While tracking down https://github.com/apache/arrow-datafusion/issues/7523 I would like to know *WHAT* file was not found. The current errors don't include this information, so let's add it I also think this is more generally useful information to pass up ## What changes are included in this PR? Add a `DataFusionError::with_context` and `DataFusionError::io_error` constructors to add error context and use these functions in a bunch of callsites ## Are these changes tested?
