   Thanks a lot @wjones127 for picking this up! The proposal looks solid to me.
   
   One open item from the top post that I want to mention again: what to do 
with the Device support that in the meantime landed? Do we directly use those 
structs instead? Probably not, because they are not yet widely supported, so 
exclusively using that would hinder adoption of this protocol. But it would be 
good that we at least think about it so we can ensure we can later on expand 
the protocol in a compatible way if there is demand for having this protocol 
handle different device types as well? 
   (I have to look in more detail when I have time, but from a quick look, 
dlpack seems to have a `__dlpack_device__` to inspect that)
