I don't know if we should actually do this (or if we should do this *now*), but I want to have this PR on deck in case we are asked to do so in our communication with CRAN. ### Rationale for this change The CRAN policy expressly forbids downloading. We would like to ask for permission at some point to download libarrow binaries ### What changes are included in this PR? cmake binaries are no longer downloaded. ### Are these changes tested? (Still evaluating how to test these) ### Are there any user-facing changes?
