How about `GADBCArrow`? I don't want to use the `#if` approach. `libadbc-arrow-glib` should depend on `libadbc-glib` and `libarrow-glib`. If we use the `#if` approach, users use `libadbc-arrow-glib` as an alternative of `libadbc-glib`, right?
