   The 10.13 runner is becoming increasingly hard to maintain and we are stuck 
with  4.1/2 on it due to newer versions of rig not working even when compiled 
from source. As CRAN is likely dropping 10.13 with the 4.4 release in less than 
half a year I am moving the mac intel package builds to gha runners (the binary 
build seems to work fine so we can keep that on 10.13 for now). 
   
   We could add a job to test the previous package binary to make sure it works 
on 10.13? Not sure if that is really necessary though. If so it needs to be a 
separate job and only on 4.2 so that if it fails it doesn't block the release 
(the r-binary-packages job is mandatory for the release because it  is used to 
create the libarrow binaries).
