Review Comment:
   this is `AzureFileSystemTest::WithHierarchicalNamespace()` and not 
`AzureBaseEnv::WithHierarchicalNamespace()`.
   
   It gets called a lot, so I created this helper that doesn't have to return a 
`Result`, it can `EXPECT_OK` because it's defined within the test class.
