Haven't read through the discussion here, but from the release performance report, I noticed that the `BM_ByteStreamSplitDecode_xx_Scalar` benchmarks showed a regression apparently for this commit. See for example https://conbench.ursa.dev/benchmark-results/06543cccc43d719180005886ca3643dd/ Not sure why the conbench report above didn't say anything about that though.
