Timezone support for `GArrowTimestampDataType` makes sense but it's for
`GArrowTime{32,64}DataType` doesn't make sense. Because
`GArrowTime{32,64}DataType` is seconds/milliseoncs/microseconds/nanoseconds
since midnight:
