N/A ## Rationale for this change 1. the new version of `env_logger` requires rust 1.71: https://github.com/apache/arrow-datafusion/pull/8944 We currently have a MSRV of 1.70 which seems to have been released about 6 months ago: https://github.com/rust-lang/rust/blob/master/RELEASES.md#version-1700-2023-06-01 MSRV 1.71 would be 2 months later in 2023-08-03: https://github.com/rust-lang/rust/blob/master/RELEASES.md#version-1711-2023-08-03 Most recent rust is 1.75: released end of De 2023 https://github.com/rust-lang/rust/blob/master/RELEASES.md#version-1750-2023-12-28 ## What changes are included in this PR?
