This was an intentional design decision to allow downstreams to choose what case-sensitivity to require. In particular using to_lowercase would permit any capitalisation including mixed casing. At the time it seemed less opinionated to delegate this to the caller. It also avoids a string allocation which is probably irrelevant but feels nice I don't feel especially strongly about this though -- This is an automated message from the Apache Git Service.
