It looks like this warning was [added to cython recently](https://github.com/cython/cython/commit/1aec5fe8383a8cc512938f8f0038d6bd4cdae5ff); seems to be present in cython 3.0.9. Since the warning indicates `noexcept` never did anything, I think it's reasonable to just remove the keyword -- This is an automated message from the Apache Git Service.
