Part of https://github.com/apache/arrow-datafusion/issues/9369 ## Rationale for this change https://github.com/apache/arrow-datafusion/pull/9604 from @metesynnada rationalized the `COPY` syntax to match `CREATE EXTERNAL TABLE` syntax.
