## Which issue does this PR close? Follow on to https://github.com/apache/arrow-datafusion/pull/9865 Related to https://github.com/apache/arrow-datafusion/issues/9278 ## Rationale for this change It would be nice not to waste runner time (and burn CO2) on unecessary jobs ## What changes are included in this PR? Only trigger dependency check on changes to `Cargo.toml` ## Are these changes tested?
