I suspect this is maybe still an issue? I just had a learner in a workshop
encounter this error on Windows:
```
> library(arrow)
Error: package or namespace load failed for ‘arrow’ in inDL(x,
as.logical(local), as.logical(now), ...):
unable to load shared object
'C:/Users/ujphukan/AppData/Local/R/win-library/4.3/arrow/libs/x64/arrow.dll':

failed.
```
Since it wasn't my machine, I wasn't able to do much to diagnose the issue,
but we weren't able to get it resolved.
