The comment for `with_timeout` is 30 seconds, not 5 seconds. We identified
this while seeing timeout from downloading a large object from S3.

Fix comment only. While I was at I was trying to figure out if there is any
mismatches between comments and code behavior. It is not obvious some configs
coming from `reqwest` so I added a bit more clarity there.
