`ParquetMetaDataReader` currently uses `ParquetError::IndexOutOfBound` to
indicate the need for more data. This is not the intended use for
`IndexOutOfBound`.

Adds a new enum value `NeedMoreData`.

Yes, this changes the `ParquetError` API as well as `ParquetMetaDataReader`.
