I see that #8491 has been closed in favor of this PR. I'm far for being able to fully undertsand what's going on, but I would love a wheel for building `pyarrow` on the ARM AWS architecture. Do you think a future release of `pyarrow` will allow a simple `pip install pyarrow` to work on these rather new machines?
