Hello guys! I'm trying to add python wheels for musl linux (alpine) but I can't test it due to how it installs `vcpkg`. My branch is in my fork [here](https://github.com/nveloso/arrow/tree/python-wheel-for-alpine). Can you help me on how I can install `vcpkg` without needing the `GITHUB_*` environment variables?
