`download_tz_data_on_windows` also downloads an extra (seemingly) Windows-only file, https://github.com/apache/arrow/blob/05569054edf4260eebbfbfd87ca524da05082afe/python/pyarrow/util.py#L256 and it doesn't look like this file is included in the tzdata PyPi package. -- This is an automated message from the Apache Git Service.
