I also have no issues coming from python via the c interface. The only thing I can think of is that your LD_LIBRARY_PATH is loading a very old version of the libadbc_driver_snowflake.so from before we implemented this.... I, admittedly, haven't loaded the rust wrappers but so far I am not able to replicate the error you're getting by calling `SetOption` on the connection object.
