Thanks! It's something about `ninja.exe` and unfortunately I forget exactly where it was (should be reproducible by removing the `if:`. I seem to remember the path to ninja I saw had nothing to do with Python and so maybe the `pip install ninja` wasn't having the same effect as on MacOS/Linux.
