### Rationale for this change The conda recipes have been unmaintained for a long time. There has been a discussion on the Mailing list about removing them and we seem to be in agreement (https://lists.apache.org/thread/gvlvl7wx1gdkyo2lo47rgkkm3j0plvdx). They have been turned off for a while now and we don't seem to be able to maintain them. ### What changes are included in this PR?
