I've also run into this when building a custom GDAL wheel on Linux. I can make the issue go away by deleting the site-packages/pyarrow/libarrow.so.2000 and symlinking to site-packages/gdal.libs/libarrow-98814463.so.2000.0.0, but it's a horrible hack.
