We had to require NumPy for this indeed, but now we have our own [Float16 class](https://github.com/apache/arrow/blob/a2941dd9a05666223110e8a879a2a5a226fb620d/cpp/src/arrow/util/float16.h#L35-L42) in C++ that we should be able to use for this. -- This is an automated message from the Apache Git Service.
