Hi! I'd love to contribute to this issue. Before I get started, could you clarify what specific top-level filesystem functions you'd like exposed? I was thinking of wrapping commonly used methods from pyarrow.fs (e.g., FileSystem.from_uri, FileSystem.get_file_info, etc.) directly under pyarrow for easier access.
