   I see. Since see use the `gh` CLI in so many places, release managers can't 
get around not setting `GH_TOKEN`. We could actually leave that as is (release 
managers just have to set `GH_TOKEN`). I think improving the environment 
variable issue for non-release-managers (those merging PRs, using 
archery/crossbow) is probably more useful. For all of that, I think we can just 
use one token.
   
   The merge script uses ARROW_GITHUB_API_TOKEN, should we maybe use that 
environment variable name so we reduce the impact of an (internal) breaking 
change?
