Related to #3106 As a preparatory step for splitting the `adbc_core` crate, this change moves `adbc_core` into `core/adbc_core` so that future crates can be placed alongside it under the `core` directory. In subsequent changes, new directories such as `core/adbc_driver_manager` and `core/adbc_ffi` will be added, each containing a separated crate as part of the planned refactoring. -- This is an automated message from the Apache Git Service.
