We seem to have consensus on introducing some low-level API in Python. @changhu-m @akoshelev would [internal_key_material](https://github.com/apache/arrow/blob/ed77d25149569eb9a48f61f3694fd8ea4b9a411d/cpp/src/parquet/encryption/crypto_factory.h#L77-L81) set to false (Python would need to expose this too) plus addition of `EncryptionPropertiesFactory` and `DecryptionPropertiesFactory` solve your issue? -- This is an automated message from the Apache Git Service.
