Update: Our system has been upgraded from SLES 12 to SLES 15, and now pyarrow installation by pip works smoothly. I'm still using the same cmake version, so I'm not sure which underlying component update is responsible for the fix. **Since SLES 12 itself is already beyond EOL support from its own vendor**, it doesn't seem necessary to troubleshoot Arrow install failures in SLES 12 any further. So I'm going to mark this as closed, with the recommendation that any user experiencing the same issue upgrade!
