I just hit this today too. Considering there is no description of this limit I am considering this as a bug. @westonpace @lidavidm my analysis shows it is a defect/limitation of support for `min_rows_per_group` in dataset writer implemented by you in https://github.com/apache/arrow/commit/d78b3224f5e6c579f62fe701abb4aba2a97a9ad9. Could you waive this limit or make sure it is documented in e.g. [here](https://arrow.apache.org/docs/python/generated/pyarrow.dataset.write_dataset.html#pyarrow.dataset.write_dataset)?
