Review Comment:
Here, *primitive* refers to **Variant** primitive, not Arrow primitive. So
we shouldn’t throw an error about “not an Arrow primitive.” Ideally this
function should accept any Arrow type, therefore changed this to
`NotYetImplemented` instead.
