I have opened an issue for the failing windows wheels: https://github.com/apache/arrow/issues/48314. Will try to look into the failing test this week. As for this PR, it should be ready for review @pitrou. I do not see any warnings anymore ([example](https://github.com/ursacomputing/crossbow/actions/runs/19850202719/job/56875292500#step:7:54)). I also feel this solution is cleaner as it moves the patch version variable to the specific arch dockerfile.
