Per ML discussion I'm not certain it is correct to assume there is a single format version associated with a release. A release may implement parts of multiple format versions. Although, for C++, this seems unlikely. C++ tends to be the reference implementation and so it may have meaning here. I'd suggest waiting for ML discussion to settle a little and would welcome input. @nealrichardson I did not find any build info in R at all.
