Frequent disruptions would mean we would have trouble starting or finishing test jobs, which would make for noisy or expensive on-demand CI. For instance m5-4xlarge have frequent disruptions, but we use them for benchmarks. Because they often get interrupted we [set them 80% on-demand](https://github.com/arctosalliance/arrow-benchmarks-ci/blob/bc8c3caa51f3d4fe7777b24f07f4a7fca9476123/terraform/buildkite_agents.tf#L356) just to have regular completiions.
