I'm looking to pick this up. One question I have is do we want the write behavior to be configurable? In #7408 I have a new writer property to control whether or not to use the new column order, but that does complicate things a bit. It would be simpler to simply always use the new column order for floating point columns (which is the recommendation anyway).
