Hi, this is my first contribution to Apache Arrow.
I've made the change as described in the issue — replaced
the hardcoded path with `${CMAKE_INSTALL_DOCDIR}` to be
consistent with the other `GNUInstallDirs` variables already
used in the file.
Please let me know if anything needs to be changed or
if I've missed something. Happy to update the PR based
on your feedback.
